Overview
-A software framework that allows you to implement a methodology and process unique to your organization.
-A unification of the best software engineering practices of the last thirty years:
    -Promotes consistent business use case documentation
    -Promotes consistent analysis and design documents
    -Promotes consistent component based iterative development

Phases
    -Inception - Ensures that a project is both worth doing and possible to do.
    -Elaboration - Determines the architecture and the components for the project along with initial prototypes.
    -Construction - Complete the development based upon the initial architecture.
    -Transition - Insure that the software is available to the end users.
